Featured Speakers:
Nancy Libson, Director of Housing Policy at the American
Association of Homes and Services for the Aging, has more than 30 years
experience in affordable housing policy development, program
implementation, technical assistance and training, and advocacy. Ms.
Libson's work at AAHSA focuses on developing policy and positions related
to affordable service enriched senior housing in conjunction with
association members; providing technical assistance to members; improving
housing programs; advocating for policy changes in Congress and within the
Department of Housing and Urban Development and for adequate
appropriations for housing; and developing coalitions among housing public
interest groups and organizations. Prior to joining AAHSA in 2003, Ms.
Libson held posts with government and legislative offices and private
firms in the development of affordable senior housing.
Nicholas Gesue, Senior Vice President and Director of Multifamily
Finance for Lancaster Pollard Mortgage Company, has worked on a broad
range of mixed finance projects for affordable housing acquisitions,
rehabilitation, new construction and refinance. Mr. Gesue, who is also a
vice president of Lancaster Pollard & Co., joined the firm in 2000 and
provides credit oversight to all lending programs of the mortgage company.
In addition, he oversees the analytical staff, focusing most recently on
creating an efficient system to refinance more than 60 HUD Section 202
low-income senior properties. His understanding of the FHA and USDA senior
living, multifamily and rural housing programs has earned him speaking
engagements at state and national conferences. He is a member of the board
of the Council for Rural Housing and Development of Ohio.
Deborah Burkart, Vice President and National Director for
Supportive Housing and Assisted Living for the National Equity Fund, Inc.,
has extensive experience in special needs housing initiatives. Ms. Burkart
works nationally on affordable senior housing projects utilizing Low
Income Housing Tax Credits for NEF, one of the nation’s largest non-profit
equity funds. Ms. Burkart has been a frequent speaker at conferences
sponsored by AAHSA, the National Council of State Housing Agencies and the
Assisted Living Federation of America. She is a member of AAHSA’s
Affordable Housing Cabinet and a board member of Heartland Housing, Inc.,
a Chicago-based, non-profit developer of affordable housing in the
Midwest.
Michelle H. Norris, Senior Vice President of Acquisitions &
Development of National Church Residences, currently oversees a team that
specializes in development of all NCR’s new housing projects. This
includes HUD Section 202 construction; Low Income Housing Tax Credit new
construction; acquisitions & substantial rehabs. Ms. Norris joined NCR in
1993 as Director of Corporate Financial Services. She later became Chief
Operating Officer of Housing Management, overseeing the management
operations of NCR’s affordable housing portfolio. She served on the 2005
Wisconsin’s Governor’s Task Force for Housing Preservation and currently
serves as President for the National Affordable Housing Management
Association (NAHMA). Norris has performed speaking engagements for AAHSA
and various other national conferences.
